You pay for your broadband. You pay for your phone contract, your router, the electricity that keeps it all running. You then spend your time figuring out passwords, updates and the occasional router reboot. Every month, the bill lands on you, and YOU alone.
And in that same amount of time, the moment you go online, at least seven different groups quietly benefit from the fact that you did.
That's not an exaggeration. It's a precise description of how the digital economy actually works. One household connection generates value for the person paying the bill, for the corner shop that just picked up an online order, for the council that didn't have to staff a phone line, for the government department that processed a claim without a caseworker, for the multinational retailer that didn't need to open a branch, for the American tech platform selling advertising against your attention, and for the wider economy that counts your data usage as GDP. Seven beneficiaries. One payer.
This piece is about that mismatch, and about some of the ways it could plausibly be fixed or at least made a bit fairer.
The seven beneficiaries
1. The individual. That is YOU, obviously. Online access saves time, money and effort: price comparison, banking, GP bookings, cheaper insurance, access to education and remote work. This is the one benefit everyone talks about, and it's real. It's also the only one anybody is currently asked to pay for.
2. Local business. Your high street butcher, hairdresser or local coffee shop now lives and dies by Google reviews, a Facebook page, or a "click and collect" order placed from someone's couch. None of that requires the business to contribute a cent towards the broadband connection that made the sale happen.
3. Local government. Local Councils have spent the best part of a decade pushing services "digital by default": reporting a pothole, renewing a parking permit, applying for council tax support. Every resident who self-serves online instead of phoning or queuing saves the council real money in call-centre and counter-staff costs.
4. National business. Banks that have shut branches, retailers that have moved online, insurers that price and sell entirely through apps and websites, all of them rely on the individual's own connection to reach that individual. The banking group doesn't pay towards your broadband so it can save on branch rent; you pay for the broadband, and the saving is theirs.
5. National government. HMRC's self-assessment system, Universal Credit's digital-by-default design, NHS appointment booking, the public sector has quietly shifted an enormous amount of administrative cost onto citizens' own internet connections. Every one of those services is cheaper to run because you're already paying to be online.
6. International business. This is the biggest and least visible beneficiary. Meta, Google, Amazon and Netflix's entire commercial model depends on hundreds of millions of individuals paying, out of their own pockets, for the connection needed to reach those platforms. The platforms pay for their own servers and content delivery, but not for the "last mile", your household connection, without which none of their advertising or subscription revenue would exist at all.
7. International government. Cross-border digital trade, the data flows that underpin modern services, and the general expansion of the digital economy all get counted as growth and are diplomatically useful. None of that activity happens without individually-funded connectivity sitting underneath it, quietly doing the load-bearing work.
One payer, seven beneficiaries
Line all of that up, and the current arrangement looks less like a natural market outcome and more like an accident of how the internet got built: physical infrastructure rolled out primarily as a consumer utility, billed the way electricity or water is billed, with everyone else's use of that infrastructure treated as a free byproduct rather than something with its own cost.
The consequences aren't hypothetical. Ofcom's most recent tracking puts the proportion of UK adults with no home internet access at around 6%, roughly 2.8- 3 million people, disproportionately older, on lower incomes, or in socially rented housing. Broadband and mobile social tariffs exist specifically to help with this, priced from around £12- £13 a month for those on Universal Credit or Pension Credit, but take-up sits at just 8.6% of eligible households. Citizens Advice estimates well over £800 million a year in support is going unclaimed. The safety net exists; the underlying economics of "you alone pay, no matter your income" haven't moved.
Ways this could change
None of the following is a complete answer on its own, and each comes with real trade-offs, but they sketch the shape of what a more evenly shared bill might look like.
A UK Universal Service Fund, properly resourced. The UK already has a broadband Universal Service Obligation, but it's narrow: it only guarantees a bare 10Mbps to premises that request it, and the cost falls almost entirely on BT and KCOM as the designated providers, not on the industry as a whole. Several other countries fund universal access through a small levy spread across all telecoms operators. Widening the UK's USO funding base the same way, and using it to subsidise ongoing bills rather than just one-off connection costs, would spread the cost more broadly than "two companies pick up the tab."
Automatic enrolment into social tariffs. With take-up stuck below 10% of those eligible, the barrier isn't that the tariffs don't exist, it's that almost nobody claims them. Linking social tariff eligibility to Universal Credit or Pension Credit data, the way some council tax reductions are already applied automatically, would put the administrative burden on the system rather than the individual.
A local business digital levy, ring-fenced for connectivity. Business rates already exist as a mechanism for local firms to contribute to the infrastructure their trade depends on. A small, ring-fenced supplement, feeding directly into local social tariff top-ups or community connectivity schemes, would make explicit what's currently implicit: local businesses benefit from local residents being online, so a small part of that benefit could flow back.
Redirecting digital-by-default savings. National and local government have made real, measurable savings by moving services online. Some portion of that saving, formally tracked and redirected into subsidising the connectivity that makes it possible, would at least close the loop between the saving and the thing that enabled it, rather than treating the individual's broadband bill as unrelated to the government's own balance sheet.
A contribution from the platforms whose model depends on connectivity. This is the most contested option, and worth being honest about why?
European telecoms operators spent much of 2022-2025 lobbying for exactly this: a "fair share" mechanism requiring the largest traffic-generating platforms to contribute towards network costs and it went nowhere. The European Commission shelved the idea after sustained opposition from tech companies and from EU regulators themselves, and in mid-2025 the EU formally committed, as part of a trade agreement with the US, not to introduce network usage fees on large platforms at all. The UK's own Digital Services Tax which is a 2% levy on the UK revenues of large search, social media and marketplace platforms, which raised £944 million in 2025–26 shows the UK is willing to tax platform revenue in principle. Whether any of that could be earmarked for connectivity support, rather than general revenue, is a genuinely open policy question rather than a settled one.
Gamification of access: The Coucal model. Rather than waiting for a levy, a tax or a subsidy scheme to be legislated, this approach changes the point of payment altogether. Free-to-play games have run this model for years, essentially you watch a short advert, and your game continues without paying cash. The same mechanic could apply to connectivity itself, a user who can't or doesn't want to pay for data watches an advert, completes a short survey, or opts into sharing specific information, and receives credited access in return. It could be layered: a baseline of ad-funded access, topped up with additional credit for survey completion or data-sharing. This gives people a way to convert attention and information into connectivity rather than cash.
The appeal is that it doesn't require new legislation, a government department, or industry-wide agreement. An ISP or mobile network could deploy it commercially on its own, and it puts the advertisers actually buying the attention (mostly local and national businesses, the very beneficiaries described above) directly in the position of funding the access, rather than routing everything through pricing or taxation.
Why none of this is simple
It's worth being straightforward about the counter-arguments, because they're substantial, not just noise from vested interests.
The strongest objection to charging platforms directly is the "double payment" argument: individuals already pay for their broadband connection, and platforms already pay for their own infrastructure and content delivery. A network fee on top risks being passed straight back to consumers through higher subscription prices, meaning the individual ends up paying twice for the same thing under a different name. The EU's own regulatory body (BEREC) and the Dutch government both took this view, alongside concerns that mandatory payments between platforms and telecoms operators could damage net neutrality by giving operators a commercial incentive to treat different traffic differently.
There's also a scale problem with the tech-platform argument specifically: singling out five or six large companies invites exactly the kind of trade friction the UK is already navigating with its Digital Services Tax, which has drawn tariff threats from the US administration over the course of 2026. Any new UK-specific levy on international platforms would need to be weighed against that backdrop, not designed in isolation from it.
Government and local government contributions face a more mundane objection: money that isn't spent on connectivity subsidies is money not spent on something else, and "digital by default" savings are already baked into departmental budgets rather than sitting somewhere separate that could be redirected without a fight. And a wider industry levy, however it's structured, ultimately still traces back to bills paid by someone, whether that's businesses, other broadband customers, or general taxation. The question is really about spreading the cost more broadly and more progressively, not eliminating it.
None of that makes the status quo obviously right. It just means "make everyone else pay their share" is a slogan, not a policy, and turning it into one means picking through some genuinely difficult trade-offs rather than assuming the fairness of the idea settles the argument on its own.
Gamification carries its own, quite different problem: it monetises attention and personal data instead of cash, and that cost still falls unevenly. Someone who can afford a normal contract skips the adverts and surveys entirely; someone who can't ends up paying with their time, their attention, and potentially their personal information instead, which is still a cost, just a harder one to see on a bill. There's a real precedent for how this can go: Meta's "Free Basics" offered zero-rated access to a curated set of services across a number of developing markets and was ultimately banned in India in 2016 on the grounds that it created a two-tier internet rather than genuine access, favouring the platforms willing to pay for inclusion in the free tier. Any UK gamified-access model would need to reckon with the same underlying question; is ad-and-data-funded access a stepping stone towards full connectivity, or a permanently separate, lesser tier for people who can't afford to opt out of it?
The point worth sitting with
Seven groups benefit every time one person goes online. One group pays. That gap between who benefits and who bears the cost isn't a law of nature, it's a set of policy choices made over the past two decades, largely by accident rather than design. Whether the answer is a wider Universal Service Fund, automatic social tariffs, a local levy, redirected government savings, some form of platform contribution, or some combination of all of them, the starting observation stands regardless: the current arrangement asks the person least equipped to absorb the cost to carry all of it, on behalf of six other parties who mostly aren't asked to contribute at all.
